Borusa was once the Lord President of Gallifrey after he was given the place by the acting President, The Doctor. His rule lasted up until a failed regeneration left him hungry for power and he began to seek out immortality from the Tomb of Rassilon. His attempt failed and he was sealed away in the tomb by the four regenerations of The Doctors. He would be succeeded by The Doctor who in return placed one of Flavia to run things on Gallifrey up until Romana's return from E-Space.

Borusa was released from the tomb and he was given a chance to redeem himself. He took the offered chance to do so.

I am not Sir Ian McKellan who just cries for a proper Time Lord roll. Borusa belongs to the BBC as does Doctor Who.
